If you only have 15 moves you have to pay gold to pass this level. I suggest if you have run out of gold already to uninstall the app. Reinstall the app and start again at level 1. You will be given 50 gold bars after you reach level 10. Use them wisely: Only levels 90 and 114 need you to spend gold. The other levels you will pass if you replay them a few times.
I scrolled down before posting, and my level 114 still has 15 moves. I guess LLopes wouldn't have a problem with the dragon not appearing if they had 21 moves.
I had 21 moves for this level when I started a new account last week!
If they have gone back to 15 moves then players will have to pay gold to pass. Every player is given 50 gold to do this when they reach level 10.
Actually I see that LLopes has three moves left, so this does not seem to be the 15 moves version.

The last dragon will only appear AFTER you make your final move. To pass this level in 15 moves, try the following. Prepare a good combination: a combination of two wrapped candies or a combination of a color bomb and a wrapped candy. Set it off on your LAST MOVE.
With some luck, the third dragon will appear and drop off the board within the same move.
