This level gives me 19 moves to start.
I have to release 12 gummy dragons and they are only released at a rate of 1 every 2 moves. So you need 24 moves at a minimum. How can I win?

I suggest you report this level to Player Support via the link below, and complain about it.
The AI that runs Candy Crush has apparently removed moves from the level for some players to test out if it will make you spend money. I would suggest you don't spend gold for extra moves because that would send the app the signal that it's okay to make the level impossible to pass.
Here is a link to write to. Please mention you only have 19 moves, as we are now seeing a difference in moves between accounts, so other players probably get more moves for this level.
You're absolutely right, @sarajojames , this level used to have 24 moves. Now the only way to beat it is to get extra moves. Reports like yours have been appearing since last week, and there are apparently dozens of mathematically impossible levels in the game now. You can try reporting this level to King, but I have a suspicion that this is actually deliberate.
