Here is a screenshot of my version of this level, having played the first two starting boosters.
I have tested this level out but have not been able to trigger any infinite looping. I have four colours on my board. Do you see blue, green, purple and orange candies on your board @drnick7 ? If you do then follow my advice to play the lucky candy starting booster. Alternatively allow the chocolate to grow before you destroy it all: Count the chocolate and let it grow until it has reached the number left in the square. If you don't let it grow then you will find yourself in a situation like this one shown below, which is now unpassable by any means:
However if you play the lucky candy booster the game will use it to give you the frostings required to pass, so that is the easiest method to play this level.

I am sorry to hear that you are experiencing a glitch in your level!
In the title of your question, you said “the level is in loop”!! Are the candies dropping in cascades?
