Why do these levels be cheatinge

Question

I don't understand why these levels be so hard and when I get to the end it gives me three cookies so that I'll buy some more bars just to go and complete the level. Like why not give me the three cookies when I got three + moves left instead of waiting until I got 1 move left…

Can you please tell me which game you are playing?

I play almost all of the King Saga games!  As much as I remember, none of my games give me 3 cookies at the end to finish the level!
