why does only one licorice drop at a time when there are several dispensers? Please?

The number of licorice dispensers doesn't change how many licorice swirls can spawn.
Levels have two parameters that affect how licorice swirls spawn. The first parameter tells the game to spawn as many licorice swirls as possible until it reaches some limit. The second parameter tells the game to spawn one additional licorice swirl every certain number of moves.
According to the Candy Crush Saga Wiki, this level has a spawn limit of zero licorice swirls, and it spawns a licorice swirl every two moves (provided that you didn't clear licorice swirls on your current move). In other words, the level just spawns one licorice swirl every two moves.
Dispensers only indicate where elements can spawn. More dispensers means more columns where elements can spawn, so it's easier to get those elements to spawn. However, the number of dispensers has no effect on the spawning behavior itself.
