My mom is at 23,281 level currently. And I saw a boy getting awarded for 22,222

Hi @rajchal The end of the game is currently just a little further on at level 23,525. 60 new levels get added to the game every week, so if your mum plays more than 60 levels per week then she will reach the end of the map soon. This is a great achievement! However many thousands of players (hundreds of thousands maybe) have reached the end of the map. There are no official rewards recognised by King for playing Candy Crush or for reaching the end of the map. This community awards badges of achievement to its members though. To get these badges please check the "Contests" page, by clicking on the green circle at the top. Your mum would need to post a screenshot of her map screen there for the badges.
The boy you mentioned fell for a scam, an unofficial website which sells certificates and badges that are not recognised by any official body and have no real meaning. How he got this to the front page of Google I do not know, but perhaps he paid for that, too.
