If I report a person who uses an app to increase moves, what kind of punishment will they suffer?

Using a cheat engine or hacking tool is not illegal or regulated in any laws, so there won't be any juridical punishment or any actions taken by King.
However, these cheating tools usually messes up the game after a while so the game gets unplayable, so these cheatings players get their punishment automatically. We do also not restore any progress or items for games where a cheat engine has been used in.

Well it depends on player support / game management what action they want to take but first thing i think they will do to block their game id.
But it all depends on the violation of terms and conditions.
