I restarted my device half hour ago and still hasn't appeared. Really ticks me off because I've had it every week and this week they decide not to give it to me. I'm tired of CC's inconsistencies. You can never count on them to be there for you.

@aijaziqbal. Saltnado is not working for me. Halloween tower I can't pass level 5 so gave up. Not much for me to do. Guess I'm done until next Wednesday. Tired of all these glitches and inconsistencies

No, I don't have it either. It comes for a while and then another event comes. At the moment there are Halloween events and others. I suspect it will appear again next week

Bonus features sometimes are temporarily available. Already there are some new events like halloween tower or saltnado is there.
So might be temporary delay.
