I have 17 moves on level 3613. I have been on this level for so long and am just about ready to give up. It is not enough moves and is next to impossible. Help!

Level 3613 is a mixed mode level, you have to clear all the jelly and collect the 4 ingredients to complete the level.
The ingredients will be unlocked as you collect the keys, which drop from the dispenser at the top of the conveyor belt, they will only drop if there is space for them so switch the waffles and this will give the keys space to drop out of the dispenser.
The ingredients are fairly easy to collect as there are exits all along the bottom of the board, so once they are free you don't have to worry about them too much, you can concentrate on clearing the jelly.
As usual when clearing jelly you should work close to the bottom of the board and look for combos like stripe/wrap or color bomb/wrap for the best clearance of the jelly.
The waffles don't come back once they are cleared so are not as much of a problem on this level as they can be on some others.
