Checked on iphone and level is ok the bombs are on the starting board and enough there to complete the orders. Only thing i can think is did you mix a colorbomb with a stripped candy and this turned some of the bombs into special candies ?. If not check your starting board and count the bombs you should see there are enough orders

Yes this is an error but this is a problem with your game app because I checked the level on different devices but I did not find such problem. Please follow the steps below and I think you will find the solution through this steps.
Log out game - Check app update - Restart device - Open game and Log in.
But if you still do not find the solution after following the steps above, I suggest you reinstall the app as you will not lose too many boosters to do so.
