Its not hard its not enough moves period!

Hi and Welcome to the Community
Level 1719.For this level try to play more from bottom part of the board and make special candy as you get the chance. Combine them with each other to break more jellies or play with remaining jelly candy to break them all. Please check rhis video hope give some Tips
