Hello peanutmiller1, check your Settings and see if if you have the Milestone Badge feature.
If you have this feature then you will probably have to play ten hard levels to receive your 10,000 banner.
If you haven't got this feature then all you have to do is wait and the banner should be automatically applied. I have seen some people at level 10,096 and higher without a banner, so I don't know how long you will have to wait.

The banner you are looking for in your avatar is called Milestone Badge in the language of the game. This is a new feature of the game and through the test group some players get the feature in their game who have already passed the level 10000.
On the other hand the feature is being given through another test group but in that case you have to get the complete feature by completing a few tasks i.e. you will not get the feature if you do not complete the tasks.😊
Since the feature is being offered through a few test group, not everyone will get this feature. You are not currently in this test group so you didn't get the feature either, but tasks may pop up in your game in the near future, so always keep the game app updated and keep an eye on events.
