Is 10417 doable with 24 moves and not using boosters?

Hey Moderators and players,
On my third day with 10417 now and not getting close to end this level. Can you actually do it with 24 moves and no boosters?

@Boybinary Finally made it when lucky boards started coming! Thanks :-)

Just like most levels these days. Only able to pass when you get a lucky board or have unlimited boosters to use. Been stuck on this level for 2 days now.
