Good morning, sometimes the two apps Candy Crush Saga and Soda Saga don't start. In both the apps when they start don't appear the window "send lives to your friends". Why?

Unable to purchase
Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
