I am going to download Candy Crush Saga on my Nokia Lumia 520 (Windows Platform 8.1). But its show downloding in pending mode. Do the needfull.

If your phone cannot download the game file then the problem is not the game as it's not even installed yet, the problem is either with the phone or the OS, since it's Windows it's more than likely the OS. It seems to be pretty common as there are quite a few post on here of others having issues with Lumia models:

Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
