I am on level 2708 and my new phone won’t carry this over I have tried all of the previous things mentioned and logged on to the website and shows 2708 also.

Do you mean the facebook chat? There's a little settings cog for it in the bottom right where the chat tab normally is

no candy crush has a new live chat in game, seems to be only for a select amount of people.
