There is no guarantee that you will always get extra moves from ad videos or that ad videos will always be available.Yes, according to your screenshot you can't continue the level without purchasing additional moves.😊

Try rebooting your phone, but ads don’t appear in most failed games.. There are only limited number if ads played in a day.
