I cant seem to pasa levek 700 because the fruits are stuck in the far left side and they have to go to the arrow which is at the bottom. But they cant do that because the fruits are stuck and it needs portal to get to the other side. Is it me or the one who made this level had a mistake?

I have the same issue. None of the help videos on line seem to show the same level as I have. Mine is the same as your screen shot above. Totally baffled.

I updated my app as stated above and it still shows no portal for fruit to come through (as soon in first comment) what do i do and how?

I have exactly the same issue. It must be an error with the software. It's impossible to collect those two ingredients!
... come on King Community admin team. Please can you resolve???!!! If you look at the screenshots in this thread you'll see the layout is different to the video you've posted.

Exactly the same problem, starting to get frustrating now. Didn't think a game that's been out years with millions of players would have this kind of problem

Had the same and it is an android version issue. Grabbed the ipad and i get a whole different level...

Update on my comment - I deleted and re installed the game, still bugged and now I've lost all of my boosters and power ups and I had a LOT, done with this game what a waste of time
