Do you mean the Daily Booster wheel? You can spin the wheel once per day - just click the wheel icon, top left corner of your screen when you are viewing your map progress.

Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
