MY level 1883 requires 5 sprinkle balls to pass the level with 22 moves, but my friends levels 1883 has 40 moves. Why????

We may sometimes modify a level if we feel that it is too hard or easy. Unable to purchase
Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
