how to pass level 2159 on candy crush?

I am having issues passing level 2159 - is this level passable without booster help? in my opinion getting 12 ingredients in 25 moves on that board is not possible! please help!

  even been trying boosters (fish and coconut wheel) still not even close.  Can't even get all ingredients into play
