on game 618 mine says target is 20000. the other games the same say target 13000. why is mine different?

Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
