I'm on level 1454 on both my iPad and cellphone. All of a sudden my phone has went back to level 1, how do I get it to level 1454 just like my iPad?

Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
