Please help

I have purchased and added a 15$ iTunes card due to my credit card being frauded with someone from iTunes purchases , it will not accept that as a payment for games and I refuse to put any credit card in any kind of app . Why won't it accept iTunes it is made for this kind of stuff after all free apps and you still ask for a credit card I find that pretty odd !
