I'm afraid game features don't get manually activated. You either get it, or you don't. Sometimes you lose what you've been using for months or even years. Ads, for example, disappear if you buy something with real money, so bear that in mind when you decide to make a purchase.
What win streak are you referring to anyway? Level first clear streak, Episode (Champion's) Race streak or the Sam's Streak event?
