I deleted reinstalled no help u started me at level 1 instead of level 307 and lost all progress prizes and gold bars

Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
