Hi wondering why I can't move candy under the crystal on level 4973?

Hello @D63 and welcome to our very friendly community! So in level 4973 you have ice (or crystal as you call it) covering most of the candies. You can get under it and you need to destroy it by making matches with whatever is under the ice. For example - if you can make a stripe by moving one of the available candies and switching it with a candy under the ice to make a stripe, that will destroy some of the ice and make more candies available to play with . Also once you have cleared the dispensers on the left and right sides, striped candies should drop down and these will help you free the cherries under the ice and licorice. You can also clear some of the ice covered candies by hitting them with special candies like wraps or stripes or even stripe/wrap combos.
You might want to turn on the hints button because that can help you by showing you potential matches with some of the candy under the ice.
