Where do I go to request transfer of level progress?
Do I need to re-subscribe to CandyCrush Saga first? I do already
have second email account with gift card on it

Are you asking how to change the email address that you use to log-in to your game/Facebook?
If so, I am afraid that it is not possible!! But, you can create a new account and request the King Player Support to move your level progress to that new account!
