There are not enough of the black gear thingys to clear the level - you are 1 short. Is there a way to do this without using a mystery item booster? I've gotten stuck twice now with no way to successfully win

Unable to purchase
Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
