This is a prime example of a completely pre determined level which you will pass when and if the game allows you to pass. Theoretically there will be enough liquorice to collect if you destroy each key one after the other and then remove the first lot of liquorice quickly enough. Once the liquorice swirls are all gone new ones will drop a move or two later. As there are so few moves and practically no choice of moves, it's a prime example of how the game is fixed to set players up to lose again and again and again. This level isn't labelled as hard, so I do agree that this level needs to be looked at.
This is an old level which was designed years ago to be played with a lucky board, as shown in the video below. @QueenB the team need to stop taking lucky boards away from those older levels that were designed to need one to pass! Removal of the lucky boards doesn't make them harder, it just makes them impossible to pass and quite obviously so. That should not happen this early on in the game with a level not labelled as hard. There was another old "easy" level recently which had the same issue.
To answer the question, I have just played this level and only managed to pass after 17 tries.

Level 10054 is impossible to pass because the 4th required Dragon does not drop, I have used many booster and bombs and still have not cracked this level because the fourth and last required doesn't appear.
