Level 14359. Impossible without gold bars for extra moves. The same thing happened to me a few weeks back I bought 10 gold bars and immediately lost the ads to win boosters. Time to delete game and move on to pastures new!

I am sorry you are stuck like this. As far as I understand the game won't dish out lucky boards for legendary levels at this range any more, even after days and a hundred tries. Your best chance is to wait with this level. Give it a break for a couple of weeks and see if it lets you pass after an absence. This might be as far as you will get. There is always the option to start again at the beginning on a new login. I stopped playing at level 15,000 because the levels were just so horrible and boring up here. I enjoy my two new games at levels 2900 and 1200 much more.
