Yes I am not surprised that you find those levels low. This Cup does not seem as competitive as the CCSS Winter Cup. It started during the New Year Holidays, that might be why.
And keep in mind the 30x multiplier which boosts the end results. I don't think you had that in CCSS.

Yet Candy Cup was a high profile competition and in earlier years we had much less Cups and Challenges than today. I hope that people's competitive edge has been lowered by the number of events in recent weeks.
Recent rounds in this Winter Cup have shown much lower results.

The only difference between CCS and CCSS competitions is whether you can play the old levels, and the new levels have a 30 times bonus.
Recently, CCS holds competitions almost every month. Players are a little tired, or they are competing in different games at the same time and are unable to participate.
CCS has many players at the end of the map, and they have no advantage when encountering lower-level players. So many people choose not to participate.
