Why do you have to wait 30 minutes to play? Why not unlimited play unless you pay?

If you don't want to wait for 30 minutes then King's solution is that you pay for unlimited lives.
Makes sense to me that if you don't pay that there should be a downside. It is good business to give your paying customers an advantage over those that don't want to pay.
