number of moves on level 663

Why does level 663 only have 14 moves when it says there should be 35?

Also, there has never been a satisfactory answer as to why the price if the Piggy Bank was raised (same price - fewer bars) and why our boosters are held hostage in the sweet surplus area?  King is getting cheap & cheesy and no longer any fun!!!

It seems there are many questions, but no answers.
