Hello @flynncassandra44 and thank you for reaching out to us with this. I think I might be able to help here, because there is only one method that will pass this level:
Use the frog. You need to feed it to make it to make it glow and then move it to the top row, just next to where the skulls are. This needs to be repeated until every skull is gone. To charge the frog up once it is at the top you will need to hit a colour bomb against a candy the same colour as the frog. There is a colour bomb dropper to help with this.
