My level also starts with 17 moves but not 25!!
Did you watch any YouTube videos that had 25 moves? Those might be old videos either when the level was released OR before the level was not changed! The game teams tend to change the moves or modify the game board to make it harder/easier!!
Let me call in @christinewupp and @MannyFae and see if they can provide any tips for you to play this level!

No, all players just get 17 moves now. King change level difficulty periodically and it looks like they have removed moves from this level recently. This player did pass with 17 moves a few months ago, but they got a very lucky board! I think you might have to either wait for such a lucky board as this one or pay gold for the extra moves on this one. It's also possible that a singe UFO might pass this right near the end, so if you get to the top of Season Pass (which anyone can just replaying older levels) then you might want to save that UFO for this level, but only play it once you can see it will clear the board on your last few moves.
