Yes it used to be a 'glitch' that could be resolved by playing an old level or two. Strangely, for a glitch, this didn't always work and sometimes the only way to get your missing Treat Machine to appear, and other missing features, is to play and win a new level.
That said, no it might not be a glitch now as some people seem to have lost their Treat Machine and even playing new levels hasn't made it reappear.
Personally I think this is a sign that King is working on something. They are either 'improving' the Treat Machine or it might be possible that the Treat Machine is responsible for the missing features issue and they have removed it as a test
They have done this before with the Sweet Cinema and Chocolate Box. Both of these features were temporarily removed whilst they were 'improved'

I have tried playing earlier levels, winning some but I've just checked again and it has not reappeared.

The features might be temporarily unavailable as features come and go. They are not the permanent part of the game and can be replaced or unavailable at any time. Always keep your game up to date and hopefully it might returns to your game

Hello @cmb6896 please try playing and winning a new (unplayed) level. Once you have completed the level return to your Events screen to see if your Treat Machine reappears.
If this doesn't work then you must be one of the players that have had their Treat Machine removed by King.
