I was winning and I am at level 17000. I can’t go any farther as no more levels. However the person who was in 2nd somehow is at 17012 had 45 yesterday but now has 52 and is winning. How?

I don't see how that is an advantage, as they are at the end of THEIR maps just like you. So they too should only have 45 levels available each week? If they are passing more than that it must be because they waited to play an episode, which is something you could do, to have more levels available to play the next week. Or maybe they are playing the star tournament at the end of the map. Have you tried this? I'm not sure if it counts for the weekly race but it ought to.

The new levels for the Windows App are always released two weeks ahead of all other platforms. So, on Windows platform levels go up to 17090 now, while on other platforms levels go up to 17000.

it is a joke that is totally unfair. On my friends list there are 20 plus people on 17000 but 1 can and now is up to 17026. Does anybody from King pay attention to this?

If the second player is on level 17012 and the last level for you is 17000, it means that for some reason you did not get the latest update with new levels. There is sometimes a different time when new moves come to players who use mobile and those who use p.c.
It is also a possible dofference between the levels that someone won in the weekly contest and the levels won in the last 7 days:

You can see that I am 1st and I have 26 levels won in the weekly contest!
When i tap my profile icon (that I did not know and thank you again for the info) you see this screen:
It says: last 7 days, levels won: 45
There is a difference: 45 - 26 = 19
My answer for this difference is that I won 19 levels last 7 days, but before the weekly contest starts!
This also could make a confusion.
every week I run out of levels. This is the 3rd Time I lost the weekly contest because I couldn’t complete more levels. I thought this week I had a shot but really got screwed
Is this a joke? If you click on a friend or anyone in the weekly contest it says what level they are on. Are you qualified to answer these questions?
Hi! I don't know if 17.000 is the last level, but how we know if he is at 17000 or 17012? The player who were 2nd, could be on any level, for example, level 8000, so there are more levels for him to play!
All players who are inyour team are randomly selected and do not start from the same level.

If you are at the end of map, it does not mean that the other players start fromthe same level! They are randomly selected and someone can be at the far beginning or in the middle of the map and so on!
It is obvious that this is unfair for players who are at the end of map and have not more levels to play!
