This is but if a tricky level. To pass it, you will have to use the frog to drop the 2nd Gummy Dragon, as there is no 2nd key.
Once you move the frog and collect the first key, fill the frog again and move it the bottom right corner of the level board (where I have marked with an Yellow circle in above image). This will help to release the baby Dragon from licorice lock! Since there is a portal available there, as soon as the "cage" is removed, the Dragon will drop off from the board.
