Same here. Playing on iPad and only getting 21 moves. It is impossible to pass this level. I have been trying every day for a month. I am thinking of quitting playing Candy Crush altogether. This is ridiculous.
You need to check how old videos are. King are forever changing levels now. Some of them every week! Like Johan I get 21 moves right now. I play on iPhone. But who knows, next week it might be more again….. I hope so for you because this level is definitely not possible to pass in 21 moves without boosters.
Of course you could not complete this in 21 moves. You can't even break twists, and sourskulls. This is ridiculous.

Unable to purchase
Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
