Actually in this case I really do recommend taking a look at the YouTube video. There is no doubt you can only pass this when and if the game will allow you to make colour bombs. You need to get two, to remove the bottom two layers (why those are bombs only King know?) You don't need to remove all the liquorice to pass this, just enough to allow those dragons to drop to the bottom.
