i have been stuck on this level for days and don’t want to spend money to get past it any suggestions?

The strategy is rather straightforward, breaking licorice shells and creating color bomb combinations. To break the shells, try to make wrapped candies next to them, and ideally, you should combine them in wrapped+wrapped or wrapped+striped combinations.
Try to break the licorice shells in the bottom center first, by making a wrapped+wrapped or wrapped+striped combination above them. Obtaining a double color bomb combo from those shells is highly beneficial and will greatly aid in winning.
Of course, you'll need a lucky board to pass this one. You will know that you have one when you'll see the game gives you plenty of opportunities to make special candies.
My starting board below looks decent enough. It offers an opportunity to make a stripe that I will later use to take out two keys. The third key can be collected by simple matching.
The going was slow at first. Despite making some wraps and stripes, and two striped and wrapped combinations, I only opened the first licorice shell with 8 moves left.
However, after setting off the second striped and wrapped combo, I saw an opportunity to make a wrapped candy just above the shells in middle at long last.
The two green candies falling on the wrapped candy caused it to explode immediately, and I finally got two color bombs released from the shells.
I saw no opportunity to make a double color bomb combination of them, no matter how I wanted to. With only four moves remaining, I decided to use one color bomb to remove the blue candies.
It appears that I have a lucky board after all. A color bomb and a wrapped candy next to it were thrown at me by the game! This is a very powerful combo. I think that making this combo near the end of the level is necessary to win, especially if you didn't manage a double color bomb combination.
A lucky board indeed. Only one jelly was left, and a perfectly placed striped and wrapped combination appeared out of nowhere. I won with one move remaining.
Overall, the level is doable if you follow the basic strategy: make wraps and combos, break the shells in the middle, try to make a CB+CB combo, make combinations with color bombs you get from the shells, especially the color bomb + wrapped combo.
A lucky board is necessary, but the game gives them today.
