This is a legendary level, and it has such a badly blocked board that I think it requires starting boosters to pass. I attempted a few times without boosters, but I believe it is ultimately futile. You will also need some luck to get your starting boosters placed next to each other to create a starting combo that will remove at least one of those magic mixers. So, it's best if you can get timed boosters running, for example, by completing Chocolate Box.
Another way to earn timed starting boosters is through a fishing boat offer that appears when you run out of lives. It gives you a timed stripe/wrap and fish. Also, I have found that after receiving this offer, I often receive good boards that allow me to pass.
To pass this level, I waited until I received this fishing boat offer and added a color bomb from my inventory. On my first attempt after doing this, I came very close, but a single toffee blocked the rainbow stream and prevented me from winning. On my second attempt, I got this starting board:
A color bomb and wrapped combo is a very good one to have on this board, and even though I didn't have a lot of green on the board, it did a fairly good job. The combination took out one magic mixer and damaged the other, so hopefully the board won't get filled with chocolate before I clear the middle area.
From then on, I will try to unblock the middle part of the board starting from the top. I will try to make use of the wraps that are dropping from the dispensers and also make my own special candies wherever I can. Any special candy I can make will be very helpful on this board, so I'll be on the lookout for every opportunity.
Combos are hard to make on this board due to the cramped space. Somehow I managed a striped and wrapped combo, which might be a sign of the game helping me a little bit.
With five moves remaining, I still have a lot of blockers on board. I see no opportunity to make a combo with the color bomb I have on the board, so I match it with a blue candy to set off a stripe, and hopefully trigger helpful cascades.
The lucky board became apparent now. The game gave me a color bomb and two stripes next to it to choose from! Moreover, I have a lot of both red and purple on the board, so either combination will be very useful.
I chose a color bomb and purple stripe combination. And, after setting it off, I got yet another combo!
This color bomb/stripe combo cleared the board, and I won with two moves left.
My advice for this level is to use starting boosters, especially the timed ones, which will allow you to make several tries and hopefully get a good starting combo.
If you get the fishing boat, add a color bomb during that attempt, and maybe the next attempt as well. Hopefully it will work for you as it did for me.
