I know the steps to change my CCS game profile picture. However, it seems I can only select a CCS game avatar and I don’t have any option to add my picture. Is there no option to add a personal photo instead of a CCS game avatar?

Nope I unhooked CC from Facebook a few years ago. Can't have Zuckerberg censoring my moves 😂 Oh wait, didn't Facebook axe King?
You might be limited to change your profile picture. If the account is connected to facebook, the game will use your facebook profile picture, so updating that might show up in the game after a bit.
Yeah, Nah, I've been trying to change my pic multiple times on and off for the better part of a year. Nothing I've been trying to reinstate the image they removed recently, I've even tried a different pic but to no avail. I'm stuck with the constipated King. 🙄
Strangely enough, a couple weeks or so later, I was able to upload a new profile picture, it actually worked. However, I doubt that my comments had anything to do with something actually being fixed!
You're correct in thinking that King pays no attention to comments. If looking through the Q&A for assistance, they still show the old way of changing your images. But it doesn't work. So then they'll suggest you contact them if their remedy doesn't resolve the problem. So you send feedback and …They'll send a generic reply telling you to go find the answers here, which is apparently that you can no longer change your profile image at all. They could at least offer decent looking avatar's, the current ones are so 20 years ago. At least my elf sitting on the throne was funny, but they took it away and gave me a dorky looking King that looks constipated
That's interesting and makes sense. Currently, my Candy Crush Saga profile picture is a personal picture that I uploaded from CC Saga years ago. I just wanted to upload another photo to replace the old one. Now it sounds like maybe I can't.

Thank you for the tip. Your comment made me think that I could try and change profile picture in other games released by King. I changed my profile picture in Bubble Witch 2 game and it worked. I could change my profile picture and it's not Yeti (my default profile picture) anymore.
But then, later I found out you can only change once. Let's say I want to change profile picture now, I tried to change it, but I can't anymore. So, I think you have to make sure that you need to choose your profile picture carefully. Otherwise, you will stuck with something you don't like again. If you find out any game that let you change profile picture, please let me know too. 😁😁😁

I used blossom blast last time I think. That does not mean you will be able to connect. The other two as far as I know still allow unique avatars.
Well, sadly no success. On my older tablet (that connects to the Internet just fine) I tried Candy Crush Soda and Candy Crush Jelly. Neither game was logged into King. So, I tried logging in on both games and received the same error message for both; "There was a connection error. Try again in a bit." I tried later and same result. Since I couldn't get any further, I wasn't able to tell if uploading a personal picture for the King profile is even possible with these two versions of Candy Crush. Does anyone know for sure if CC Soda and CC Jelly allow a player to upload a personal picture for their profile? (Instead of selecting a goofy avatar.) Then I'll know whether to spend anymore time on this. Thanks.

You can use another King game that does allow you to change your picture to change it in candy crush as it is tied to your account
Just note that most other King games have a slightly different scale for the image and it will need some slight adjustments to match how it would have looked in Candy Crush. The one I use needed some padding on all 4 sides.

I agree. I think King should go back to letting users upload pictures. I would predict some users uploaded inappropriate pictures so King took the option away. Instead of penalizing all users, King should have just dealt specifically with the people who uploaded something inappropriate, if that's what happened. I don’t care for the goofy avatars. I doubt King pays much attention to comments. There are some things in Candy Crush Saga that don't make sense.
Logically, your Facebook-linked King account's profile picture should be changed if you changed your Facebook profile picture but I'm not quite sure because as I've said, I didn't use my Facebook account when I created King account. I used email. So.
In my opinion, King should let users to change their profile picture (not only in game, but also in this forum too). My current avatar is Yeti. I think it's much better than some ugly characters. Thank God. 😂😂😂 Still, I want to change it to something I like. But they decided not to let users to do that. That's pretty much annoying. And also, King itself doesn't seem to be taking user opinions seriously. If they do, well, I hope they could see this comment.
Thanks for your response. That's pretty much what I figured but thought I would ask in case I was missing something. I never linked my Facebook to CCS as I never felt like that was a good idea. I did see in a couple posts where players who have linked FB to CCS said their CCS profile picture would automatically be updated if they updated their FB profile picture. I don't know if that’s true or not now. Thanks again!
King doesn't allow users to change profile picture anymore. So, new users are going to stuck with default profile picture that is given to you by the system when you were creating an account. Old users are also going to stuck with the profile picture they changed last/recently. As for those users who used their Facebook account while they were creating an account, I'm not sure whether the profile picture will be changed or not when you've set a profile picture on Facebook. (I'm using King account, so.)
