I followed the instructions that you have to clear 5 dragons and then have a charged frog to unlock. So twice I’ve reached that point and I have tried the frog on each locked block and can’t get anything to work.

The frog should not be placed on the locked chests, that won't work, and it's not possible to unlock those chests anyway. Place the frog on the empty square just above the dragon in the corner. I've just checked this level and everything is working fine.
