how do I send gifts to friends?

When you said "gifts" - did you mean Lives or boosters?
If it is Lives — are you experiencing any issues when you try to send lives?
If it is boosters — the feature is not available in Candy Crush Saga game! It is used to be there in one of the Candy Crush Saga game, but not anymore!

Thank you for the feedback. unfortunately, no. Boosters in Candy Crush are meant to be used on the device where you earned or purchased them. They’re tied to your current game and can’t be transferred to another device or user.
This might sound like a bummer, especially if you’ve accumulated a significant number of boosters and are switching devices. The game treats boosters as consumables that enhance your playing experience on a specific device.

Unable to purchase
Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
