I can't allocate my friends a life

When i click in to my profile I cannot bring up my friends list to allocate a life. Even when I click on the friends icon on the bottom of the screen, and click on my list and then my friends profile, it does not come up. The only way I can allocate them a life is if they send me a request. I am getting extremely annoyed as I know they just want to purchase something from the candy store.
