Bug level 6690

I can't see how you can fix it. King need to fix it. Complain to player support. Use settings in the game, which is the small pink cogwheel at the top your map screen. Then choose the ? icon and scroll through the options until you see "contact us" at the bottom. They will send you an automated reply. Reply to this and also send them you screenshot and hopefully they will respond and send you some boosters to help you in your game. They need to know about this glitch, so do inform them please. Then watch out for any new update of the game, which may fix this.

In the meantime it may be possible to use striped candy in the top row to remove this blocker though. But it should not appear there, that must definitely be a glitch.
