You don't need to delete the app data just because your game hangs up. Candy Crush hangs up on us quite often. All you should do is close the app like you close any app and then reload by tapping on the Candy Crush icon on your home screen. Never uninstall any app unless you are done with it permanently, as this does clear all the data. My phone always warns me about this when I press "delete" an app. Your boosters were stored in this data, so they are gone. If you did not delete the app but just cleared cache then your boosters should still show up.
