Yes, it's really a big problem on this and similar levels that you can barely see the candies behind the sugar coating. I suggest you turn on hints and follow the moves suggested by the game until the top part of the board is cleared a bit.
You are supposed to match candies of the same color, as usual, and every time you make a match, one layer of that pink coat is removed from each matching candy. It's best to make matches of evenly coated candies, that is, if you match three blue candies each encased in a three-layer sugar coat, they will be fully cleared and crushed. The game will suggest such matches when they are available, so keep an eye out for hints.
After the top is mostly cleared, use the wrapped candies that drop to make space and clear the blockers. Especially, watch out for an opportunity to make a wrapped and wrapped combination. Make every special candy and combo you can make, because the toffees encased in sugar coats are difficult to clear in any other way. Fish will also go for sugar coats, and the combination of a color bomb and a fish is good on this board.
Note that combos are not possible if one of the special candies is covered in a sugar coating. To use the wrapped candies that are on the starting board, you need to remove the sugar coating first by matching them with other candies.
